The Party Committee of Vietnam’s State Securities Commission has adopted a plan to strengthen internal Party governance, assign clearer responsibilities to members and digitize membership administration. The plan aligns Party structures with the commission’s organizational streamlining and shifts emphasis from organizational consolidation to operational effectiveness and accountability. From October 2026, all Party members are to receive specific assignments identifying the responsible person, task and deadline, alongside responsibilities, deliverables and authority. Each task must have a single accountable focal point throughout implementation. The plan also targets digitization of all membership records, use of the Electronic Party Member Handbook application by all subordinate grassroots Party organizations, and electronic processing of four Party administrative procedures. Member assessments are to take place continuously on digital platforms and be linked to concrete outputs. Internal inspection and supervision are to combine greater delegation with controls on the exercise of authority and accountability. Monitoring must cover policy formulation, implementation and evaluation, combining direct inspections with data analysis to identify potential violations early. The plan also calls for studying and applying big data and artificial intelligence to detect internal political security risks and harmful information. Subordinate Party committees and unit heads must translate the plan into specific tasks, schedules and responsibilities and report implementation results periodically.
