The European Banking Authority has published a Discussion Paper proposing a simplified Pillar 3 Data Hub process for small and non-complex institutions. Under the model, the EBA would use supervisory reporting data submitted to competent authorities to calculate and publish Pillar 3 disclosures on these institutions’ behalf, rather than requiring each firm to manage its own disclosure process. The proposal extends the centralised platform that went live for large and other institutions on 26 January 2026 and is intended to provide a single access point for Pillar 3 information. The paper sets out the proposed calculation methodology, the mapping from supervisory reporting to disclosure templates, and the publication timetable. The rollout would be staggered, with a first publication planned for Q4 2026 using the December 2025 reference date and covering only template EU KM1 for all SNCIs. For non-listed SNCIs, that would cover their full current Pillar 3 scope at that reference date, while listed SNCIs would continue to publish the remaining disclosures through their own channels during the transition. The EBA is also seeking views on the steady-state publication date for listed SNCIs, including end-April or end-June, on options for expanding the 2027 publication beyond EU KM1 where data are available, and on automatic republication when supervisory data are resubmitted. Full publication of all Pillar 3 requirements applicable to SNCIs is envisaged in 2028 for the December 2027 reference date, subject to the supervisory reporting changes needed to supply the remaining data. Comments are due by 20 July 2026 and a public hearing is scheduled for 1 July 2026. The EBA will use the feedback to finalise the process and run a pilot with volunteering SNCIs ahead of the first publication. Separately, it published a new P3DH FAQ and related IT guidance for large and other institutions on nominating contact persons to receive automatic notifications when Pillar 3 information is published.
