Payments Canada has appointed Michael Liberty as chair of its Member Advisory Council, succeeding Dougal Middleton. Liberty will serve a first term until April 30, 2028. The 20-member council, established under the Canadian Payments Act, serves as a consultative forum for Payments Canada members and advises the board on clearing and settlement systems, their interaction with other payment systems, and new technologies. Liberty has served on the council since 2023 and has been its vice-chair since 2025. He is currently Vice President of Global Money Operations at CIBC and brings more than 25 years of payments experience, including work on payments transformation and preparation for Canada’s Real-Time Rail, as well as domestic and international payment settlement, foreign exchange operations, and trade settlements.
