The Italian Institute for Insurance Supervision (IVASS) released its 2024 statistical bulletin on general civil liability and healthcare liability insurance, detailing premium volumes, claims experience and underwriting results. The data show modest growth in general liability premiums alongside higher average claims costs and a weaker technical result, while healthcare liability premiums fell and public healthcare facilities continued to rely heavily on self-retention. For general liability, premiums written by IVASS-supervised insurers totalled EUR 4,157 million, equal to 10.2% of total non-life premiums and up 3.5% year on year. Average claims cost rose to EUR 7,574 (+7.2%), the pure premium increased to EUR 95.3 (+6.7%), and the technical account result net of reinsurance remained positive at EUR 871 million but declined 23.1% due mainly to higher claims costs; the figures exclude European Economic Area insurers operating in Italy under freedom of establishment or freedom to provide services. In healthcare liability, premiums collected in Italy were EUR 691 million (-2.2%), driven by an 8.4% drop in premiums from public healthcare facilities; by contrast, allocations to public-sector retention funds in 2024 were almost double the insurance premiums paid. The market remained concentrated, with the top ten insurers writing 94.6% of premiums (top five 81.1%), and the average cost of reported claims was EUR 38,341, rising to about EUR 83,000 for public facilities versus EUR 35,000 for private facilities and EUR 20,000 for healthcare personnel cover.
