The State Bank of Vietnam (SBV) held a nationwide online conference to publicise the Government Party Committee’s decision to establish the SBV Party Committee, formed through the reorganisation of the existing Party Committee of the Central Banking Agency and the transfer of functions from the SBV Party Personnel Committee. The SBV also released the full text of Government Decree 26/2025/ND-CP defining the SBV’s functions, tasks, powers and organisational structure. The SBV Party Committee is the direct superior party body for grassroots party organisations under the Government Party Committee and comprises 43 subordinate party organisations with 4,794 party members. Its functions, responsibilities, structure and operating conditions follow Secretariat Regulation 253-QD/TW, with the Party Committee tasked with issuing working regulations and developing plans to consolidate party committees and subordinate party organisations. Leadership appointments for the 2020–2025 term include Governor Nguyen Thi Hong as Party Committee Secretary, Permanent Deputy Governor Dao Minh Tu as Permanent Deputy Secretary, and Le Thi Mai Huong as full-time Deputy Secretary, alongside appointments to the Party Committee’s executive and standing committees and its inspection commission. Decree 26/2025/ND-CP reiterates the SBV’s status as a ministerial-level government agency and Vietnam’s central bank, including state management responsibilities for monetary, banking and foreign exchange matters and central banking functions such as currency issuance, serving as banker to credit institutions, and providing monetary services to the Government.
