The Guernsey Financial Services Commission announced a set of senior appointments aimed at strengthening its technology capabilities and enhancing its international regulatory engagement, following its rollout of tools including an Early Warning System and a new Applications and Authorisation Portal. Conor Osborough was appointed Head of the Commission’s Technology Innovation Unit, focused on developing and using newer technologies such as artificial intelligence within the Commission. Liam Cunningham was appointed Head of the Technology Supervision Unit, focused on building skills to understand the newer technologies and cyber defences used by regulated firms. Nick Herquin was appointed Head of International Co-operation and Economic Enhancement, with responsibility for leveraging international information flows from other regulators, working alongside Kevin Bown, Deputy Director, Intelligence, and reviewing other jurisdictions’ regulatory positioning and best practice to support optimisation of Guernsey’s regulatory framework in light of competitiveness objectives applied in other centres. All three appointees remain Deputy Directors in their existing divisions, and the Commission linked the changes to the completion of the MONEYVAL assessment and its prior appointment of Michelle Pettinger as Head of Information Technology in 2024.

The Guernsey Financial Services Commission announced senior appointments to bolster its technology capabilities and international regulatory engagement. Conor Osborough, Liam Cunningham, and Nick Herquin will lead units focused on technology innovation, technology supervision, and international cooperation, respectively. These changes follow the rollout of new tools and the completion of the MONEYVAL assessment.
