At the Moldova Insurance Conference 2025, the National Bank of Moldova’s Deputy Governor Constantin Șchendra set out the central bank’s priorities for aligning the insurance sector with European standards, pointing to adopted laws on insurance activity and compulsory motor third-party liability insurance (RCA) that partially transpose EU directives and introduce additional governance requirements. He also highlighted the bank’s focus on digitalisation, citing expanded online issuance of Green Card (Carte Verde) certificates and a modern interconnection tool with the RCA Data portal shared with all insurers; issuance time for a Green Card policy has fallen to about two minutes. Current work is focused on transposing and implementing the EU Solvency II framework and on fully liberalising the RCA market, following the National Bank’s assumption of insurance regulation and supervision powers from the National Commission for Financial Market on 1 July 2023.
