The Central Bank of Colombia published External Regulatory Circular DSP-465 (Matter 18) updating the framework for interoperability of instant low-value payment systems and fully replacing the DSP-465 circular issued on 20 September 2024. The circular is addressed to administrators of low-value payment systems that process services for instant payment orders and/or instant funds transfers, and was also circulated to the Financial Superintendence of Colombia and the Superintendence of the Solidarity Economy.

Central Bank of Colombia replaces its 2024 circular with updated rules on interoperability of instant low-value payment systems
The Central Bank of Colombia issued External Regulatory Circular DSP-465, updating the framework for interoperability of instant low-value payment systems, replacing the previous circular from September 2024. The circular targets administrators of systems handling instant payment orders and transfers, and was shared with the Financial Superintendence of Colombia and the Superintendence of the Solidarity Economy.
