Ukraine’s National Securities and Stock Market Commission has launched an educational series explaining capital markets regulation, beginning with the meaning of a commission license and the continuing obligations of licensed firms. A license authorizes a specific professional activity, such as securities trading, investment fund asset management, depository services or private pension fund administration, but does not mark the end of regulatory oversight. Applicants must meet legal requirements covering capital, the business reputation of managers and owners, staff qualifications, and internal systems protecting client assets, information and rights. Once licensed, firms must regularly report on their financial condition, activities and material operational changes. The commission uses risk-based supervision and may conduct inspections in response to complaints, potential violations, sharp changes in performance indicators or risks to investors. Firms generally receive time to correct minor deficiencies, while license suspension or revocation is reserved for serious or repeated violations that could harm investors or market stability. The next publication will explain how investors can verify whether a firm holds a commission license and what details to review before entrusting it with funds.
