The Timor-Leste Ministry of Finance announced the launch of a central information registry for security interests in movable property, alongside the Central Bank of Timor-Leste and other public authorities. Established under the 2025 legal framework for movable property guarantees, the registry enables assets such as equipment, vehicles, inventory and machinery to be used as collateral, expanding financing options for businesses, farmers, fishers and young entrepreneurs. The registry will operate electronically, online and with public access, supporting faster, simpler and lower-cost registration. It is intended to strengthen legal certainty, reduce lending risk and broaden access to secured credit, particularly for small and medium-sized enterprises that lack traditional collateral.
