The Dubai Financial Services Authority has published a notice confirming final amendments to the DFSA Rulebook following consultation on proposed legislative changes set out in Consultation Paper No. 160. The DFSA Board adopted a package of rule-making instruments that will come into force on 1 January 2026, updating the Conduct of Business, Auditor, General, Collective Investment Rules, Markets Rules and Glossary modules. The instruments comprise the Conduct of Business Module (COB) Rule-Making Instrument (No. 401) 2025, Auditor Module (AUD) (No. 402) 2025, General Module (GEN) (No. 403) 2025, Collective Investment Rules (CIR) (No. 404) 2025, Markets Rules (MKT) (No. 405) 2025 and Glossary Module (GLO) (No. 406) 2025, with detailed amendments set out in appendices. The DFSA notes the final changes may differ from the consultation proposals after considering responses; revised modules will replace current versions on the DFSA website on the effective date, with earlier versions retained in the archive.
