The notice sets out how exporters must register and obtain approval through the Export Proceeds Reconciliation Module, with commercial banks and relevant government agencies involved in validating documents and processing applications. The guide frames the system as a way to improve transparency, support reconciliation of export proceeds and simplify export procedures. To register, exporters must obtain a Business Registration Certificate, secure a valid export permit from the Ministry of Industrialization, Business, Trade & Tourism, create a profile in the Export Proceeds Reconciliation Module and provide their Tax Identification Number. For a CD1 form, the exporter must log in to the system, enter the goods, destination country and value, and submit the required documents to its commercial bank for processing before export approval is granted. Where goods were imported for treatment and are being returned, the application must include Customs and Excise Declaration Form 12. Farm produce exporters must also obtain a Certificate of Customs Controlled Warehouse from the Malawi Revenue Authority and submit it to their bank. The notice also states that CD1 forms cannot be sold, clearing agents cannot manage an exporter’s EPRM account, and export reconciliation is completed by providing the bank with proof of receipt of funds in Malawi for upload into the system.
