The National Securities and Stock Market Commission of Ukraine published an interview in which Chair Oleksii Semeniuk said preparation of legislation to regulate the country’s virtual assets market is nearly complete. The bill is undergoing final interagency coordination and review for compliance with European standards, with the regulatory model, allocation of responsibilities among authorities and core requirements for market participants already agreed. The framework is based on the European Union’s Markets in Crypto-Assets Regulation and adapted for Ukraine’s martial law conditions and currency restrictions. It covers the division of responsibilities between the commission and the National Bank of Ukraine, virtual asset classification, service provider licensing, financial monitoring, prudential supervision and protection of client assets. The commission is also strengthening its supervisory capacity and expertise as it prepares to serve as the market’s primary regulator.

The National Securities and Stock Market Commission of Ukraine said the virtual assets bill is nearing completion and undergoing final interagency and European compliance reviews. The MiCA-based framework will allocate responsibilities between the commission and the National Bank of Ukraine and establish licensing, supervisory and client asset protection requirements.
