The Uganda Ministry of Finance outlined policy priorities to support its objective of expanding the economy tenfold by 2040 and reaching upper-middle-income status. At the 10th Economic Growth Forum, the ministry committed to adopting artificial intelligence for economic and public service applications, using green compliance to strengthen exports and investment, and pursuing an export-led industrial policy focused on productivity, jobs and market access. Uganda’s economy is estimated to have grown by 6.4% in financial year 2025/26, up from 6.3% in 2024/25. The government plans to concentrate on fewer, better-prepared projects that are fully funded, delivered on time and capable of producing their appraised returns. It also intends to strengthen domestic resource mobilization, curb leakages, diversify into cheaper and innovative capital, and develop a segmented financing system that helps larger firms scale and access regional and international markets. Artificial intelligence adoption will depend on reliable electricity, affordable internet, skills, data and effective institutions. Actionable recommendations from the forum will be translated into policy measures for the financial year 2027/28 budget and the medium term.
