Croatia's Ministry of Finance, in partnership with the Croatian Financial Services Supervisory Agency, has presented PutNaTržište, described as the country’s first educational and simulation-based sandbox designed to help companies test their readiness for capital markets financing in a secure, confidential and free environment, including bond issuance and initial public offerings. The initiative was formalised through the signing of a partnership agreement between the two institutions. The programme is designed to provide a diagnostic assessment of capital markets readiness, help companies view their business from an investor perspective, identify areas for improvement, understand differences between financing instruments, and become familiar with the regulatory framework and practical issuer obligations. It is structured in three phases (application, selection and diagnostics), with future cycles expected to add simulations of the listing process and ongoing obligations for listed issuers; the project involves more than 35 partner institutions across banking, investment, legal, audit and business associations. The pilot phase is set to begin in September 2026, with applications to be made available via the Croatian Financial Services Supervisory Agency’s website.
