The Financial Superintendence of Colombia published remarks by its Delegate for Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT) risk, Juan Guillermo Aguilar, delivered at the 10th International LAFT América Congress in Bogotá. The intervention focused on the need for risk-based regulation and supervision to keep pace with new trends and emerging risks in an increasingly globalised and digital financial system, while reinforcing expectations for supervised entities’ prevention programmes under the System for the Administration of Money Laundering Risk (SARLAFT). Aguilar highlighted the authority’s work to promote innovation and competition without compromising financial system stability, pointing to initiatives on open finance, regulatory optimisation and supervisory modernisation. He underlined that the crystallisation of money laundering or terrorist financing risk can extend beyond an individual institution to affect the wider economy and social welfare, and that supervision therefore encourages the ongoing strengthening of prevention programmes. He also framed SARLAFT as enabling prevention tools tailored to each supervised entity’s specificities and aimed at timely, effective and efficient prevention, with an emphasis on moving beyond formal compliance to robust risk identification and coherent, consistent mitigating controls.
