The State Bank of Vietnam published an event report on the opening of the Communist Party of Vietnam’s 14th National Congress in Hanoi, setting out the congress’s theme and motto and framing it as the forum for decisions guiding the 2026–2030 term and the country’s development goals to 2030 and vision to 2045. The congress brings together 1,586 delegates representing more than 5.6 million party members and is scheduled to debate and approve core documents, including the XIII Central Committee’s political report, a review of 40 years of socialist-oriented reform, a 15-year assessment of implementation of the Party Charter (2011–2025) with proposed amendments, and a review of the XIII Central Committee’s leadership and direction. In the opening address, President Luong Cuong highlighted a difficult global backdrop, the accelerating impact of technologies such as artificial intelligence and digital and quantum technologies, and domestic constraints including growth below potential, low labour productivity and limited competitiveness, alongside rising risks from climate change, natural disasters, epidemics and cybersecurity.
