The Federal Deposit Insurance Corporation has issued a Financial Institution Letter with supplemental instructions for the June 30, 2025, Call Report (Consolidated Reports of Condition and Income), providing guidance on certain reporting issues and reiterating filing expectations for all FDIC-insured financial institutions. The release confirms there are no new data items taking effect this quarter for the FFIEC 031, FFIEC 041, or FFIEC 051 Call Report forms. Institutions must submit second quarter 2025 Call Report data electronically to the agencies’ Central Data Repository (CDR) by July 30, 2025, except that institutions with more than one foreign office (other than a “shell” branch or an International Banking Facility) may file by August 4, 2025. Timely filing depends on receipt by the applicable deadline and meeting FFIEC validity and quality edit criteria or providing explanations for any quality edits not passed; filings may be prepared via software and submitted directly to the CDR or converted from paper format and submitted electronically by a vendor or another party. Separately, the FFIEC is planning to add multifactor authentication to the CDR application, with phased implementation planned for the third and fourth quarters of 2025. Call Report software vendors may test end-user implementation with bank clients ahead of rollout, and CDR staff plans to issue user-specific notifications with updated login instructions starting in the third quarter of 2025.
