The International Association of Insurance Supervisors has opened a public consultation on a draft Application Paper that sets out operational resilience objectives and a supporting toolkit intended to help supervisors and insurers assess and address operational resilience in line with the Insurance Core Principles. The draft responds to the growing likelihood and impact of operational disruptions as insurers become more complex, interconnected, and reliant on technology and third-party service providers. The objectives provide an outcomes-based articulation of how the Insurance Core Principles apply to operational resilience, while the toolkit offers a selection of supporting practices and tools that can be applied and adapted to the context and needs of each supervisor and market. The objectives have been updated following an earlier consultation held between August and October 2024, and a resolution of comments document has been published; the current consultation seeks feedback on both the objectives and the toolkit. Responses must be submitted through the IAIS consultation tool by 29 September 2025 at 24:00 CEST, after which submissions will no longer be possible. A public background session webinar is scheduled for 17 July 2025 from 13:00 to 14:30 CEST to present the draft and take questions from stakeholders.
