These loans account for a little more than 3 percent of homeowners’ total mortgage debt and carry an average interest rate of -0.12 percent per year, excluding fees, because they have not yet been adjusted after interest rates rose above 0 percent. Most of the remaining negative-rate loans are expected to be adjusted during 2026. The average interest rate on homeowners’ new mortgage loans disbursed in September was 2.82 percent per year, excluding fees.
