The Australian Prudential Regulation Authority has released a consultation paper and draft licensing framework for locally incorporated Authorised Deposit-taking Institutions, comprising draft ADI Licensing Criteria and draft ADI Licensing Guidelines. The proposed reforms are intended to make the ADI application process more transparent and efficient. The package follows APRA’s 2025 discussion paper on improving the ADI licensing framework. When finalised later in 2026, the changes will implement Action 6 of the Council of Financial Regulators' Review into Small and Medium-sized Banks. APRA has also published non-confidential submissions from the 2025 consultation, and written submissions on the new draft framework are due by 31 July 2026.

The Australian Prudential Regulation Authority has released a consultation paper and draft licensing framework for locally incorporated Authorised Deposit-taking Institutions, including draft ADI Licensing Criteria and ADI Licensing Guidelines, to make the application process more transparent and efficient. The reforms build on APRA’s 2025 discussion paper and will implement Action 6 of the Council of Financial Regulators’ Review into Small and Medium-sized Banks when finalised in 2026, with submissions from the 2025 consultation also published.
