The Italian Institute for Insurance Supervision (IVASS) issued a fraud warning after receiving reports of two counterfeit draft surety bond (guarantee) policies falsely issued in the name of MS Amlin Insurance SE, which the insurer has disowned. IVASS urged market participants and consumers to be cautious and to distrust anyone offering MS Amlin surety bond policies in Italy. MS Amlin Insurance SE is a Belgian insurer supervised by the National Bank of Belgium and operates in Italy under the freedom to provide services, including in non-life class 15 (suretyship). Following the reports, IVASS and the National Bank of Belgium engaged the insurer, which clarified on 23 April 2025 that, although authorised for suretyship, it does not issue surety bond policies in Italy; this information has been reflected in IVASS’s RIGA register since 24 April 2025. IVASS also reiterated that before paying premiums, users should verify that quotations and contracts relate to authorised firms and intermediaries by consulting the relevant registers and warning lists on the IVASS website.
