The Hong Kong Monetary Authority has granted stablecoin issuer licences under the Stablecoins Ordinance to Anchorpoint Financial Limited and The Hongkong and Shanghai Banking Corporation Limited to issue stablecoins in Hong Kong, with the licences effective immediately. The HKMA framed the authorisations as a milestone for Hong Kong’s digital asset development, noting that the regime is intended to allow stablecoin issuers to apply innovative technologies while maintaining user protection and risk management. The HKMA also pointed the public to its Register of Licensed Stablecoin Issuers to verify licensees and warned against scams purportedly linked to licensed issuers, reminding users to acquire or use stablecoins only through regulated channels. Based on the licensees’ business plans, both firms expect to complete preparatory work and launch their stablecoin businesses in the coming few months.
