Uganda's Ministry of Finance used the 3rd Annual Microfinance and Savings Groups Conference 2025 to reaffirm its financial inclusion agenda, including plans to continue the Emyooga Programme with an expanded scope to help beneficiaries transition into viable small and medium-sized enterprises. The ministry also flagged ongoing support to help these enterprises obtain Uganda National Bureau of Standards certification and to position them to supply goods and services to ministries, departments and agencies. The Minister of State for Microfinance highlighted the National Payment Systems Act and payments framework reforms as strengthening Uganda’s financial architecture and enabling digital innovation that simplifies transactions while reducing risks and costs, citing products such as Post Bank’s Wendi Mobile Wallet, Stanbic’s FlexiPay and Ensibuuko’s platforms. The Permanent Secretary and Secretary to the Treasury reported that mobile money usage is 66%, the 2023 Finscope Report places adult financial inclusion at 81% (up from 70% in 2009), and government has invested more than UGX 11 trillion in wealth creation initiatives over the last ten years to support access to finance.
