The Central Bank of Russia set out how the statutory cooling-off period for consumer loans and microloans will operate from 1 September 2025, introducing mandatory delays before borrowers can access funds for larger amounts and allowing borrowers to cancel the agreement during the waiting period. Loans and microloans of RUB 50,000 to RUB 200,000 will become available only four hours after the agreement is signed, while amounts above RUB 200,000 will be available after 48 hours. The cooling-off period will not apply to loans and microloans below RUB 50,000, nor to mortgage, education and certain car loans where funds are transferred to a car seller that is a legal entity. Fast purchases of goods and services on credit will be possible without delay only during an in-person visit to a store or organisation, and the cooling-off period will also not apply where a co-borrower, guarantors or the borrower’s trusted contact person participates. Refinancing of earlier loans and microloans will be possible without delays provided the outstanding amount does not increase.
