Bulgaria's Ministry of Finance, in remarks by Deputy Minister Metodi Metodiev at a discussion with the tourism sector, outlined key elements of the country’s preparations for adopting the euro, including a forthcoming public information campaign and operational requirements for businesses. He said he expects a decision by the European institutions in July 2025 with a specific euro introduction date, which is expected to be 1 January 2026. Under the Law on the Introduction of the Euro in the Republic of Bulgaria, the mandatory “double labelling” period requires consumer prices to be displayed in both BGN and EUR, starting one month after the Council of the European Union adopts the decision on Bulgaria’s euro adoption and ending 12 months after the euro is introduced. On this basis, if the Council decision is adopted in July 2025, double labelling would run from August 2025 until the end of December 2026. He also said administrative authorities using state-owned software are, to a high extent, ready and have taken steps to adapt systems for the euro, while other economic entities have a legislative deadline of three months before euro area accession to adapt their software products. On exchange rate questions, he pointed to a National Assembly decision that Bulgaria will join the euro area at BGN 1.95583 per EUR. The Ministry plans to launch an information campaign with more than 100 events across Bulgaria, including in all 28 regional centers; part of the related public procurement has already been announced, with additional procurement expected in the coming weeks.
