The Uruguay Ministry of Economy and Finance and the United Kingdom Foreign, Commonwealth & Development Office have signed a memorandum of understanding to create a structured framework for strategic cooperation in three areas: infrastructure and institutional development, the aerospace sector, and artificial intelligence and digital innovation. The agreement has an initial term of four years and follows the ministry's official mission to London in February 2026, during which the parties identified areas for joint work. In infrastructure, the memorandum provides for exchanges on planning, governance and financing, with work involving Uruguay's Ministry of Transport and Public Works. This includes technical dialogue on institutional models, advice on the possible creation of an infrastructure agency in Uruguay, and exchanges on public-private partnerships, investment promotion and sustainable, climate-resilient infrastructure strategies. In aerospace, the parties will discuss civil space strategies and regulatory frameworks and explore cooperation on non-military satellite communications, ground infrastructure and data services in coordination with Uruguay's Ministry of Industry, Energy and Mining. In AI and digital innovation, the framework covers links between startups, academia and the public sector, exchanges on AI governance and ethical standards, and broader bilateral technology cooperation.
