The State Bank of Vietnam has posted the full text of General Secretary To Lam’s speech to a national conference convened to study and implement Politburo Resolution No. 79 on state economic development and Resolution No. 80 on Vietnamese cultural development. The speech set out implementation priorities, stressing a restructured state economic sector to underpin macroeconomic stability and economic security alongside a culture agenda focused on national values, social standards and resilience in the digital environment. On the economy, the speech argued the state economy should “occupy the strategic peaks” and be restructured toward key sectors and strategic areas, with roles differentiated by field: firmly holding areas needed for sovereignty and stability, creating mechanisms for private-sector participation where the state should only lead, and rearranging activities where the state is not needed or is ineffective using market and transparency principles while opposing group interests and manipulation. It framed five “fulcrums” for the state economy covering (i) security and economic sovereignty, including energy, strategic infrastructure, finance and credit, logistics, data and essential digital platforms, (ii) regulation and resilience during shocks such as interest rate and exchange rate volatility, (iii) enabling private-sector upgrading and deeper participation in value chains, (iv) leading innovation, technology mastery, cybersecurity and modern risk management, and (v) governance standards and integrity in state-owned enterprises. On culture, the speech highlighted risks of value-system erosion and misinformation, and proposed five tasks: building and spreading a national value system and human standards; creating a healthy cultural environment including cyberspace by strengthening resistance to fake news and eliminating verbal violence; prioritising education and human development; developing cultural industries through technology and digital transformation with copyright protection; and strengthening culture in the political system and public administration. For implementation, the speech called for party committees, ministries and localities to develop specific action programmes and implementation plans immediately after the conference, with clear personal accountability for heads and defined goals, measures, deadlines, inspection mechanisms and sanctions to avoid formalistic execution.
