The State Bank of Vietnam published an update on Deputy Governor Pham Tien Dung co-chairing a national scientific workshop with the Ministry of Public Security on preventing and combating online fraud that steals assets. The central bank positioned cyber-scam prevention as a priority for the banking sector as cashless payments and digital banking expand, and pointed to multi-agency coordination to strengthen payment security and customer protection. By 19 December 2025, more than 142.5 million individual customer records and more than 1.5 million organisational customer records had been biometrically matched against chip-based citizen IDs or VneID. The State Bank reported that, in the first six months of 2025 compared with the same period in 2024, the number of individuals losing money to scams fell 57% and the number of personal accounts receiving scam proceeds fell 47%. Workshop materials referenced four main scam typologies (impersonation, romance scams, investment solicitation and malware) and noted continuing challenges from increasingly sophisticated methods, including deepfakes and artificial intelligence. The workshop gathered more than 100 papers and eight presentations, including from the State Bank’s Anti-Money Laundering Department. The Ministry of Public Security asked the People’s Police Academy to consolidate recommendations for reporting to the Party, the State and the Government.
