The European Commission announced with the European Bank for Reconstruction and Development a EUR 150 million top-up to European Fund for Sustainable Development Plus (EFSD+) guarantees under the EU’s Global Gateway initiative. The additional backing expands two existing EBRD programmes, with the main outcome being more risk coverage for investments in digital infrastructure and services across EBRD regions outside the EU, and for climate-resilient green projects in the Western Balkans. Of the total, EUR 100 million will support digital infrastructure and services in the Western Balkans, Türkiye, Central Asia, Mongolia, Iraq, the southern Mediterranean, eastern Europe and the south Caucasus. The remaining EUR 50 million will support climate resilience in the Western Balkans through projects with a green component in industry, buildings, municipal infrastructure and sustainable logistics, while extending the programme to agribusiness for the first time. The Commission said the added guarantees respond to rising demand for finance in digital development and in climate-resilient and green investment. The two EFSD+ guarantee programmes have been implemented with the EBRD since 2020 and have previously supported investments including energy suppliers in Ukraine, resource-efficient production in North Africa and digital access in rural areas.
