The Central Bank of the Republic of Azerbaijan has released template documents for issuance prospectuses and information memoranda, alongside guidance on licensing procedures for persons licensed in the capital market, to support transparency and legal compliance in the securities market. The prospectus templates were developed under the Rules on Requirements for the Issuance Prospectus and Information Memorandum and tailored to different issuer and document types. They include explanatory notes against relevant rule provisions, with particular focus on areas that most frequently generate questions and errors, and are intended to reduce deficiencies, improve document quality, and make preparation more efficient for issuers and underwriters. The licensing guidance sets out the stages of licensing, required documents and information at each step, timelines for reviewing applications, and grounds for revoking a licence. The central bank indicated it plans to continue similar initiatives to support market participants and facilitate compliance.
