The Egypt Financial Regulatory Authority reviewed the final regulatory and operational preparations for launching short selling on the Egyptian Exchange, with the new framework expected to be issued within days. The regime will govern securities borrowing for sale and clarify the responsibilities of brokers, Misr for Central Clearing, Depository and Registry and other participants throughout the process. The framework will require full connectivity between brokerage firms and the clearing company, covering the availability of securities for lending through settlement and the protection of market participants’ rights. A central lending system will record eligible securities, quantities, lending periods and rates, borrower and lender data, and the closure of transactions. The authority called on firms to accelerate their technical and professional preparations and said investor education would be necessary to support the mechanism’s use and risk management.
