The National Bank of Georgia has invited market participants to provide views on developing the factoring market and refining the supervisory framework for factoring platforms. The framework will support implementation of the factoring law, which takes effect on Jan. 1, 2027, and is intended to expand businesses’ access to finance through an alternative financing instrument. Under the law, factoring transactions will transfer ownership of receivables to a factor upon registration in the factoring registry. Eligible factors will include commercial banks, microbanks, microfinance organizations and factoring companies regulated by the National Bank. Transactions must be carried out through a registered factoring platform that meets regulatory requirements and supports electronic agreements and other exchange services. The National Bank is seeking feedback from potential market participants, technology providers, investors and financial institutions by Sept. 4, 2026.
