The report finds that the market remained operationally strong overall, with 715 companies writing coverage and underwriting results improving across all four NAIC regions in 2024, but consumers faced rising premiums, non-renewals and claims costs. From 2018 to 2024, inflation-adjusted average premiums per policy increased by 18.3% to 43.3% across regions, equivalent to average annual increases of 2.4% to 5.3%. Insurer-initiated non-renewal rates rose by 96% to 216%, depending on the region, while claim frequency and severity generally increased, particularly from 2021 through 2024. The findings establish a baseline for more detailed analysis of availability, costs, claims, mitigation measures and consumer options using information from the NAIC Homeowners Market Data Call.
