The Central Bank of the Philippines issued guidelines requiring banks that have availed of BSP-approved regulatory relief measures to submit the Supplemental Financial Reporting Package and Capital Adequacy Ratio Reports on Regulatory Relief through the Prudential Reporting Innovation and Monitoring Engine (PRIME). The memorandum operationalises the submission process for these “SRR Reports” under Section 1151 and Appendix 7 of the Manual of Regulations for Banks, as amended by Circular No. 1221. The requirement applies only to banks that used temporary exclusion from past-due and non-performing loan computations, staggered booking of allowance for credit losses, and/or staggered booking of impairment losses on banks’ physical assets. Banks must submit the generated SRR report in XML format together with a scanned, duly signed control prooflist in PDF, using the schema and templates available for download in PRIME via the BSP Relationship Management System. Submissions remain subject to existing BSP reporting standards, validation, and penalties for reporting violations under Section 171 of the Manual of Regulations for Banks, with detailed PRIME submission steps cross-referenced to BSP Memorandum No. M-2023-022.
