The Insurance and Private Pension Regulation and Supervision Agency of Türkiye has issued a circular requiring the Insurance Information and Monitoring Center to receive motor vehicle insurance damage applications through the Common Damage Notification Center, alongside insurers' and other entities' direct channels. The framework covers compulsory motor third-party liability insurance and motor own-damage insurance, with the aim of routing claims to the relevant insurer, the Guarantee Account or the Turkish Motor Insurers' Bureau in a more traceable and controllable way. Applications submitted through the center are deemed filed at the time the request reaches the center's database, and system outages, data loss or technical delays in onward transmission cannot be used against applicants when calculating statutory deadlines. The center must capture minimum information including the applicant's identity details, vehicle plate numbers, contact number, loss date and whether the claim is for property damage or bodily injury, and it must provide a reference number to both the applicant and the receiving institution. Claims are routed according to the accident scenario: claims against another vehicle go to the insurer that issued that vehicle's compulsory traffic policy on the accident date, article 14(2) cases go to the Guarantee Account, and claims involving foreign-plated vehicles without valid Turkish traffic insurance go to the Turkish Motor Insurers' Bureau for green card checks and claims handling. In single-vehicle accidents, property damage claims go to the applicant's motor own-damage insurer if cover existed on the accident date, while bodily injury claims go to the insurer that issued the vehicle's compulsory traffic policy. If none of those routes applies, the applicant must be informed by the next business day that the claim should be made against the vehicle operator. The relevant insurer, Guarantee Account or bureau must then contact the applicant through a call center by the following business day and provide information on required documents, accident reporting, fault assessment, appraisal, estimated repair time, diminution in value calculation and restrictions on unauthorized recovery of compensation claims. Insurers must update policy and disclosure texts to mention the Common Damage Notification Center and place the Alo 193 Insurance Damage Notification and Complaint Line on the front of policies in at least 14-point type. The center must prepare procedures and a workflow approved by its management committee, report quarterly statistics to the agency in the prescribed format, and comply with personal data rules. The circular takes effect on 1 September 2026.
