Mexico’s National Commission for the Protection and Defense of Users of Financial Services (CONDUSEF) published complaint statistics for the state of Oaxaca covering January to July 2025, reporting 3,401 complaints, a 19.6% increase versus the same period in 2024 and 2.3% of complaints nationwide. Over the period, the amount claimed totalled MXN 120 million, down 18.4% year on year, while the amount recovered was MXN 22 million, down 30%. Complaints were filed by users in 241 of Oaxaca’s 570 municipalities, led by Oaxaca de Juárez (31.7% of the state total), followed by Santa Cruz Xoxocotlán (5.7%), Santa Lucía del Camino (5.6%) and San Juan Bautista Tuxtepec (3.4%). Most cases were handled through CONDUSEF’s Electronic Management process (69.5%), with 12.4% via REDECO (collections-agency conduct) and 18.1% through other procedures. The most complained-about products were credit cards, personal loans and debit cards (38.3% combined), while the leading causes were unrecognised transactions, refusal to pay compensation and unprocessed cancellation requests (25.9% combined). By sector, multiple banking accounted for 55.1% of complaints, insurers 16.5% and credit information societies 9.7%; within multiple banking, 22.5% of complaints related to older adults and 46.8% involved possible fraud, mainly unrecognised purchases and account charges.
