The Brazilian Superintendence of Private Insurance (SUSEP) issued Public Consultation Notice No. 2/2025 to collect feedback on its first draft regulation for mutualist property protection operations, with an exceptionally extended 45-day submission period. The draft sets out general rules to implement Complementary Law No. 213 of 15 January 2025 and follows seven months of technical studies and discussions led by SUSEP and a working group established in March 2025. The consultation period is longer than SUSEP’s usual 15 to 30 days and is presented as reflecting the topic’s complexity and broad market relevance. SUSEP also signalled that three additional draft regulations will be consulted on later, covering insurance cooperatives, the administrative sanctions process for the supervised market, and specific rules for mutualist property protection operations by cargo carriers under Article 88-D(3) of Complementary Law No. 213/2025. Submissions on the current draft are to be made via SUSEP’s Public Consultations System within 45 days from publication of the notice.
