The Council of Europe enlarged Assembly adopted a resolution calling for an artificial intelligence transition centered on people, grounded in rights, socially inclusive and environmentally sustainable. It urged companies and governments to pair AI adoption with worker consultation, skills development and labor reallocation policies, noting that occupations at the highest risk of automation represent an average of 27% of employment across Organisation for Economic Co-operation and Development countries. The resolution warned against excessive algorithmic management, intrusive worker monitoring and opaque decision making, and called for AI systems to complement human capabilities. For AI generated or substantially modified journalistic content, it sought effective human verification and a clearly identified person or legal entity with editorial responsibility. The Assembly also invited the OECD to deepen its measurement of AI’s economic, social, territorial and environmental effects and strengthen cooperation with the Council of Europe.
