The Central Bank of Russia reported that microloans issued by consumer credit cooperatives totaled RUB 12.3 billion in January to March 2026, down 5% year on year, largely because it removed cooperatives affiliated with several large microfinance organizations from the state register after finding they were being used to shift disbursements in breach of Russian law and to circumvent measures aimed at limiting households’ debt burden.

The Central Bank of Russia said consumer credit cooperative microloans totaled RUB 12.3 billion in the first quarter of 2026, down 5% year on year. It linked the decline to the removal from the state register of cooperatives affiliated with large microfinance organizations that were used to shift lending in breach of Russian law.
