The U.S. Financial Crimes Enforcement Network convened law enforcement agencies and financial institutions on August 17 to examine health care benefits fraud, including the exploitation of hospice services. Participants discussed emerging schemes targeting Medicare, Medicaid and other federal and state programs, related financial typologies and red flags, and ways to increase awareness of hospice fraud. FinCEN urged financial institutions to remain vigilant and review its earlier advisory on health care fraud, which covers the use of shell companies and straw owners, fraudulent claims and laundering through domestic and international financial channels. Bank Secrecy Act reporting on health care fraud increased 330% from 2020 through 2025, with more than 3,800 initial suspicious activity reports filed in 2025. FinCEN also trained law enforcement on August 18 to use Bank Secrecy Act data in fraud investigations.
