The State Bank of Vietnam published a readout of a working meeting between Deputy Governor Nguyen Ngoc Canh and World Bank (WB) Country Director for Vietnam, Laos and Cambodia Mariam J. Sherman, focused on ongoing SBV-WB cooperation and continued WB support for Vietnam’s large-scale infrastructure projects. SBV highlighted the results of Vietnam-WB cooperation over the past 30 years and referenced recent legislative changes aimed at addressing policy differences and easing implementation of loan agreements with foreign donors, including amendments to the Public Procurement Law 2024 (effective 15 January 2025), the Public Investment Law (effective 1 January 2025) and the Law on the Organization of the Government (effective 1 March 2025). The Deputy Governor also signalled interest in WB input on regional and cross-border policy planning in areas such as transport, energy, climate change response and Mekong water resource management, while the WB reaffirmed close cooperation with SBV as the Vietnamese government’s representative at the WB. Sherman outlined plans for the World Bank’s Spring Meetings in April 2025 in Washington, DC and invited SBV leadership to attend, with SBV tasking its International Cooperation Department to coordinate details with the WB office.
