The Portuguese Insurance Regulator (ASF) published a stocktake of delivery against its 2020–2024 Strategic Plan, setting out actions taken to strengthen risk-based and conduct supervision, enhance consumer support, and accelerate digital transformation across supervisory and public-facing services. The review also covers policy work on a national seismic risk coverage system and a legislative overhaul of motor third-party liability insurance, alongside an internal reorganisation of the authority. Key measures include refining risk matrices and integrating new risk areas into supervision, including sustainable finance, cybersecurity, technological risks and artificial intelligence, as well as reinforcing conduct and corporate governance supervision and progressing an integrated supervision model. On consumer protection, ASF points to the consolidation of a new complaints-handling system aimed at faster responses, expanded transparency on operator-consumer relationships and performance, and new tools and portals to support product performance assessment and financial literacy. Digitisation initiatives cited include new platforms and portals such as the Operators Portal for regulated-entity reporting, the Health Insurance Portal and a Health Insurance Observatory, and updated websites for the institutional site and guarantee funds. ASF expects to launch a Statistics Portal in the first half of 2025.
