The Agency for Regulation and Development of the Financial Market has developed a draft Board resolution that would approve rules for granting permission to open a bank or a branch of a non-resident bank in Kazakhstan and for issuing banking licences, including for Islamic banking. The draft resolution is intended to support implementation of the draft Law of the Republic of Kazakhstan On Banks and Banking Activities in the Republic of Kazakhstan. The draft sets out the procedures for obtaining authorisation to establish a bank or a branch of a non-resident bank, and for issuing licences to banks and branches of non-resident banks to conduct banking and other operations, as well as a licence to conduct Islamic banking and other operations. The full text is available on the Open NSA internet portal and on the Agency’s website.
