The Guernsey Ministry of Finance has appointed Neil Allen as Head of the Bailiwick of Guernsey Financial Intelligence Unit, bringing in a senior UK illicit finance specialist to lead the unit that collects, analyses and shares intelligence on suspected money laundering, terrorist financing and other financial crime. The FIU acts as the link between businesses and law enforcement, turning reporting from firms into intelligence to support investigations and protect Guernsey’s financial system. Allen joins after a long career at HM Revenue and Customs, where he led intelligence and investigative teams targeting money laundering networks and most recently served as International Threat Lead for illicit finance, sanctions evasion and strategic exports. In Guernsey, his priorities include improving intelligence sharing, increasing opportunities to recover illegal assets, strengthening ties with overseas agencies and the Egmont Group, and preparing the FIU for emerging risks including the use of cryptocurrencies to move funds as well as the next Moneyval review in 2032.

The Ministry of Finance (Guernsey) has appointed Neil Allen as Head of the Bailiwick of Guernsey Financial Intelligence Unit, which collects, analyses and shares intelligence on suspected money laundering, terrorist financing and other financial crime. Allen, a senior illicit finance specialist from HM Revenue and Customs, will focus on enhancing intelligence sharing, asset recovery, international cooperation and the FIU’s readiness for emerging risks, including cryptocurrencies and the Moneyval review in 2032.
