The Office of the Commissioner of Financial Institutions of Puerto Rico has established the Financial Reporting System (FIRE System) as its centralized electronic platform for collecting financial, regulatory, operational and statistical information. Regulated institutions must use the system exclusively for reports assigned to them from their applicable implementation date, with requirements tailored by industry, license, operations, activity, regulatory classification and supervisory needs. An assignment in the FIRE System constitutes a formal information request. Institutions must monitor the platform, meet the specified deadlines and submit complete, accurate and certified information supported by official records. Reports must cover Puerto Rico operations only unless otherwise requested, and institutions with multiple licenses must file separately for each license. Filings made outside the system after an institution is onboarded will be treated as not filed, while late, incomplete or inaccurate submissions may result in administrative or legal action and penalties. The first phase begins October 1, 2026, for reports covering the period ending September 30, 2026. It covers banks, the Economic Development Bank, the Cooperative Bank, the Puerto Rico Housing Finance Authority, the Commonwealth Employees Association and any other institutions separately designated by the regulator. Other deposit-taking institutions, non-deposit institutions, securities firms and regulated parties will join under a later schedule and must continue using their existing reporting channels until notified.
