The Central Bank of the Philippines issued Circular Letter No. CL-2026-013 notifying BSP-supervised institutions that the Monetary Board has revoked Zybi Tech, Inc.’s licence as an Electronic Money Issuer for non-bank financial institutions (EMI-NBFI) and cancelled its certificates of registration to operate as a virtual asset service provider (VASP) and an operator of payment system (OPS) under the JuanCash brand. The decision is final following the Monetary Board’s denial with finality of Zybi Tech’s motion for reconsideration. Monetary Board Resolution No. 683.A dated 03 July 2025 approved the revocation of Zybi Tech’s EMI licence and the cancellation of its certificates of registration as a remittance and transfer company with Type C EMI authority with virtual currency exchange service (VASP) and as an OPS. The action was taken pursuant to Section 37 of Republic Act No. 7653 (New Central Bank Act), Republic Act No. 9160 (Anti-Money Laundering Act) and Section 19 of Republic Act No. 11227 (National Payment Systems Act), including their implementing rules and BSP regulations.

The Central Bank of the Philippines revoked Zybi Tech, Inc.'s licence as an Electronic Money Issuer and cancelled its registration as a virtual asset service provider and payment system operator under the JuanCash brand. This follows the Monetary Board's denial of Zybi Tech's motion for reconsideration, under sections of the New Central Bank Act, Anti-Money Laundering Act, and National Payment Systems Act.
