In a keynote speech at IOSCO World Investor Week 2026, Hong Kong Securities and Futures Commission Chairman Dr Kelvin Wong called for investor education to move beyond providing information and focus on improving decision making under uncertainty, pressure and temptation. He warned that artificial intelligence, social media and instant messaging are making investment fraud more convincing, while education and experience may create misplaced confidence rather than protect investors. Wong urged investors to develop three habits: practise financial literacy in everyday life, pause before transferring money or disclosing personal information, and question who is offering an investment and how it generates returns. He cited average losses of about HKD 700,000 per online investment scam case in Hong Kong and said responsibility also rests with regulators, financial institutions, market practitioners and technology platforms to disrupt fraud and build safeguards and integrity into products, processes and innovation.
