The Angola Insurance Authority has launched a consultation on proposed requirements for actuarial function reports from insurers and reinsurers headquartered in Angola and local branches of foreign firms. The framework would standardize the reports’ minimum content, format, frequency, regulatory submission and publication, supporting oversight of technical provisions, solvency, pricing, underwriting and reinsurance arrangements. Actuarial function heads would prepare an annual independent report for the firm’s management and the authority, which could require more frequent reporting where prudential circumstances warrant. They would also have to notify the authority within five business days of identifying issues that could threaten technical provisions, solvency or business continuity, retain supporting information for at least 10 years and track firms’ responses to technical recommendations. Detailed annexes covering analyses, remediation measures and recommendations would be submitted to the authority but excluded from publication. The proposed rules would take effect 120 days after publication.
