The Egypt Financial Regulatory Authority approved the registration of the Government Fund for Insurance Against Risks Arising from Medical Errors in its government insurance funds register, advancing implementation of the medical liability insurance framework established under Decision No. 303 of 2025. Membership is mandatory for medical professionals to obtain or renew practice licenses and for medical establishments to be licensed. The fund covers death, disability and bodily injury caused by medical errors, either directly or through approved insurers or an insurance pool. Annual premiums for individual practitioners range from EGP 100 for certain licensed medical professionals to EGP 920 for specialist-grade physicians, with a 25% discount during newly qualified practitioners’ first licensing period. Establishment premiums are EGP 24,000 for hospitals with up to 50 beds, plus EGP 500 for each additional bed, EGP 9,600 for medical centers, EGP 3,600 for radiology centers, EGP 2,400 for laboratories and EGP 1,200 for pharmacies. Coverage excludes cases without medical liability and those involving fraud, while the fund may recover payments from parties responsible for gross errors, practicing beyond their license, using unlawful methods or refusing emergency treatment. The fund’s board must appoint an authority-registered actuary to assess claims experience during its first three years and review whether premium levels remain appropriate. Additional actuarial studies may be conducted when needed to support the fund’s financial sustainability.
